The Greater Peoria Sanitary District (gpsd.org) operates and maintains the public sewer mains. The lateral — called the building sewer — is the property owner’s responsibility, and GPSD’s guidance states that repair “includes both the portion on private property and the portion located beneath the public right-of-way (sidewalks and streets)” (gpsd.org, Existing Connections). That sentence is the single most financially important fact on this website.
Gravity Sewer Disconnection Program: for properties built before 1994, the District pays 75% of the cost of converting to an overhead sewer, up to $3,500 per location — the endorsed fix for rain-driven basement backups (gpsd.org, Backup Relief Programs). Non-Wet-Weather Cost Assistance: when a backup not caused by wet weather traces to a blockage in the public sewer, the District can reimburse expenses up to $5,000 (same page). Neither program pays for lateral repair itself — that remains the owner’s cost — but both are real money in the right circumstances, and establishing where a failure occurred (camera footage) is what unlocks the second one.
